Basic Information of Sanbaoshan Scenic Area The Sanbaoshan Scenic Area is located in the southeast of Anyuan County, Ganzhou City, Jiangxi Province. It covers an area of 197 square kilometers, with a core area of 58 square kilometers and a 5A-rated area of 36 square kilometers. It is the source of the Dongjiang River, which supplies drinking water to the Guangdong-Hong Kong region. It has five major tourist areas: Fuhao Tuo Lake, Jiuchu Xi River, Dongfeng Lake, Yangtian Lake, and Jianfeng Pen. Currently, the Sanbaoshan Scenic Area is a "National Scenic Area", "National Forest Park", "National AAAA Tourist Attraction", "Water Source Reverence - Hong Kong Youth National Education Base", and "One of the First Ecological Education Demonstration Bases for Protecting the Mother River". It is also the only tourist destination in China that holds significance for Hong Kong residents regarding the source of drinking water, and it is the closest national 5A-level tourist attraction to the Guangdong-Hong Kong-Macao Greater Bay Area in Jiangxi Province. II. Basis for Pricing (1) "The Price Law of the People's Republic of China"; (2) "The Tourism Law of the People's Republic of China"; (3) "Regulations on the Procedures for Formulating Prices by the Government" (Decree No. 7 of the National Development and Reform Commission in 2017); (4) "Notice of the Office of the National Development and Reform Commission on Continuously Improving and Perfecting the Pricing Mechanism for Tickets of State-owned Tourist Attractions" (Document No. 568 of 2020, issued by the Office of the National Development and Reform Commission); (5) "Notice of the Office of the National Development and Reform Commission on Further Strengthening Price Management of Scenic Areas (Document No. 964 of 2023, issued by the Office of the National Development and Reform Commission)"; (6) "Jiangxi Province Tourism Regulations" (2019); (7) "Pricing Catalogue of Jiangxi Province" (2022); (8) "Catalogue of Price Hearings in Jiangxi Province" (2020); (9) "Notice on Further Standardizing the Management of Motor Vehicle Parking Service Fees" issued by the Development and Reform Commission of Ganzhou City (Ganzhou City Development and Reform Commission Price Management Document No. 454 [2021]). III. Reasons for Adjusting the Ticket Prices of the Scenic Area In order to keep up with the development trends of the cultural tourism market and promote the high-quality development of the tourism industry, as well as enhance service quality and visitor experience, Sanbaoshan Scenic Area, based on the national "14th Five-Year Plan" for tourism development, has promoted the deep integration of culture and tourism, and constructed tourist facilities such as cable cars, glass sky bridges, cloud-walking trails, Dongjiang River Origin Cultural Hall, science and technology corridors, and "Sky Mirror". It has also equipped with VR panoramic guidance and smart scenic area systems, and has been actively promoting the source culture of "drinking from the same river together, and being a family in Jiangxi and Hong Kong", creating a variety of artistic performance forms. As a result, the quality of tourism services has significantly improved. In recent years, the Sanbaoshan Scenic Area has been striving to achieve the status of a 5A-level tourist destination, has built new tourist facilities, and has improved service quality. However, the ecological protection of the scenic area requires a large amount of capital investment. Moreover, in 2022, during the special period in China, the operating costs increased. Currently, the cost of the scenic area tickets is out of line with the revenue. To alleviate the shortage of funds for both the ecological protection of the scenic area and the development of tourism, in accordance with the principles of rationality and public welfare, and considering the economic development level of the county, the ticket price of the scenic area is adjusted within the range that is acceptable to tourists. IV. Cost Audit Situation According to the special cost audit report of the 300 Mountain Scenic Area issued by the third-party accounting firm Ganzhou Hengsheng Joint Accountants' Firm (General Partnership), after verification, the cost data of the 300 Mountain Scenic Area are as follows: Number of visitors: The actual number of visitors over the past three years is used as the核定 number. The number of visitors to the Sanzhong Mountain Scenic Area from 2022 to 2024 was 14，4469， 278，093， and 279，252 respectively. The average number of visitors over the three years was 233，938. 2. The average cost of the 300 Mountain Scenic Area admission ticket over the past three years was 106.89 yuan per person. 3. The cost for transportation is detailed in Appendix 1. The number of tourists using means of transportation such as cable cars, electric sightseeing vehicles, cruise ships, and minibuses has been reduced by those who walked or were free of charge, and has been calculated at 72% of the total number of tourists. The average cost of parking fees over three years is 6.46 yuan per hour per vehicle. V. Ticket and Transportation Fee Prices (1) Tickets The admission fee for the Sanbaishan Scenic Area is 80 yuan per person. (2) Transportation Expenses 1. Cableway price: The round-trip fare for the cableway is 65 yuan per person for the upward journey, 65 yuan per person for the downward journey, and 130 yuan per person for the round trip. 2. Boat ticket prices: The one-way boat fare from the outer dock of Dongfeng Lake (Aobai Dock) to the inner dock of Dongfeng Lake (Sanbo Gongmiao Dock) is 30 yuan per person. 3. Tourist Area Shuttle Bus Service Fee: (1) Cableway Route A (Straight Line): The round-trip bus fare from the bridge hill tourist service center (main entrance) to Fao'otang or Zhixinquan is 30 yuan per person. (2) Tourist B Line Shuttle Transportation: The electric sightseeing bus from Dongfeng Lake Visitor Service Center (North Gate) to Dongfeng Lake Outer Wharf (Aobai Wharf) costs 10 yuan per person for a one-way trip; the trip from Sanbo Gongmiao Wharf (Inner Wharf of Dongfeng Lake) to Transfer Station costs 20 yuan per person for a one-way trip, and the trip from Transfer Station to Longtan costs 5 yuan per person for a one-way trip; the coach from Zhiyin Quan to Fu'ao Tang costs 20 yuan per person for a one-way trip; the total cost of the tourist B Line shuttle transportation is 55 yuan per person. (3) The one-way transportation service for coaches traveling from the tourist service center at the bridge embankment (main entrance) to the tourist service center at Dongfeng Lake (north entrance) costs 10 yuan per person. 4. Optional services for some tourists within the scenic area: Electric sightseeing vehicle in the Fu Ao Tuo area costs 5 yuan per person, and the electric sightseeing vehicle from Fu Ao Tuo to Wang Tian Fu scenic spot costs 30 yuan per person for a round trip. (3) Parking Fee The parking lot facilities built within the scenic area are subject to government pricing management. According to the suggested pricing standards in the "List of Government-Set Operating and Service Charges of Ganzhou City (2025)", the parking fee standards for the scenic area are as shown in Appendix 2. Additionally, the locations, scales, and costs of the parking lots belonging to the tourism development group, such as Dongshengwei Scenic Area, Sanbaoshan International Hotel, and Gan Nan San Chengyuan, are similar. The parking fee standards can be implemented as a reference. VI. Other Relevant Matters (1) Implement the requirements for price management. The prices of scenic area tickets and related transportation and parking services are set at the maximum limit, with no lower limit. The price of the combined ticket for the routes is determined independently based on the overall market conditions of the scenic area, long-term benefits, the image of the scenic area, and cultural brand value, and shall not exceed the total amount of the核定 amounts of each item， and reasonable ticket discounts shall be provided. (2) Implement preferential policies for ticket prices. According to Article 45 of the "Tourism Regulations of Jiangxi Province" (2019): "Tourist attractions and scenic spots shall, in accordance with relevant regulations, offer discounts on tickets to specific groups such as active-duty military personnel, the elderly, the disabled, minors, and full-time students. Clear signs should be set up. Encouragement is given to conduct preferential and free ticketing activities." (3) Strictly enforce the regulations on clear pricing. Tourist attractions should publicly display the ticket prices, related charging items and standards, specific ranges and standards for ticket discounts, as well as related services subject to separate charges, at prominent locations on their websites and at charging venues. This is to facilitate public supervision. If there are other provisions made by the higher authorities, those provisions shall prevail.
